Introduction: 
The International Kempo Federation is the world governing body for the Sport of KEMPO .                                                       
To develop and to promote properly the sport of Kempo at the highest world level , inside of the IKF there are 2 big departaments : SPORT KEMPO PROMOTION and TRADITIONAL KEMPO ACADEMY .  Each of this departaments it is guided by one of the  IKF Vicepresidents.

Inside of the SPORT KEMPO PROMOTION department there are 2 big commissions : Amateur Kempo Sport and Proffesional Kempo Sport  (the activity of the Proffesional Sport of Kempo it is ministered by the IKF Proffesional Kempo League ).                                                             

In the Amateur Kempo Sport competitions there are 10 main divisions divided in 2 distinct commissions : FIGHTING KEMPO and TRADITIONAL KEMPO. Each commission has its own and separate activity during the amateurs competition , being under the chairmenship of IKF Traditional Kempo as well as IKF Fighting Kempo DIRECTORS/Chairmen of Referees .                                                                                        

FIGHTING KEMPO divisions :
Semi-Kempo , Full-Kempo , Knockdown  , Kempo K-1 and Kempo Submission.

TRADITIONAL KEMPO divisions :
Kata , Weapon Kata , Self-Defense , Weapon Self-Defense , Kempo Gladiator

Chapter 1: General Rules and Regulations

Article 1
 The official language in all IKF international events (seminars, competitions, exams, discussions between referees ...) is English and/or French, in this order.

 2.1. Official uniform                                                                                                                        

In all IKF divisions the official uniform of the competitors is Kimono composed by BLACK GI JACKET, WHITE PANTS and RED/BLUE belts depending by the corner. In all Traditional Kempo divisions all competitors will wear RED belts. Just in case of a draw they will wear one Red belt and the other one Blue belt.  
On the pants and/or on the Gi jacket there can be patches or stripes following the colors of each country or club. The competitors representing same country it is mandatory to wear same type of uniform.
2.2.
Protective equipment
In IKF World and Continental Championships in the Fighting Kempo divisions for the safety of competitors it is mandatory to be used mouth-guard , groin or chest protection , shin guard ( no plastic insertion , no need to cover the fingers ) . The headgear can be used optional just by Juniors. The equipment to compete as boxing gloves, grappling gloves or empty-hands, will be specified at each division in part. In Traditional Kempo will be used the protective equipment mentioned before just in Kempo Gladiator division together with a headgear with plastic mask.                              
*In all National , International Cups , or any other events , the organizer can use other or more protective equipments as protection vests , headgears ,..., by respecting  their national specific laws .

KIDS :  6 – 8
(6 and 7 ) years old , 8 – 10  (8 and 9) years old ,10 – 12 (10 and 11) y.o.
Weight categories from 5 to 5 kg starting with -25kg . Example : -25kg , -30kg , -35kg ,.... .
*Note: Kids will be allowed to participate just in national and international championships.
 

CADETS:
  12 – 14 (12 and 13) y.o., 14 – 16 (14 and 15) y.o.
Weight categories from 5 to 5 kg starting with -35kg. Example : -35kg , -40kg , -45kg ,.... .
*Note: Cadets will be allowed to participate in national and international championships, or/and in world or continental championships organized apart just for this age categories.


JUNIORS:
16 – 18 (16 and 17) years old. 
Weight categories from 5 to 5 kg starting with -45kg. Example : -45kg , -50kg , -55kg ,....  .

YOUTHS:
18-20 (18 and 19) years old
Weight categories from 5 to 5 kg starting with -50kg. Example : -50kg , -55kg , -60kg ,.... .
*Note: Juniors and Youths will be allowed to participate in national and international championships, world or/and continental championships..


SENIORS B :
20-36 years old ( starting at 20 years old and finishing at the end of 35 years old )
Weight categories from 5 to 5 kg starting with -50kg . Example : -50kg ,-55kg ,-60kg ,...., +95kg .

SENIORS A :
+36 years old .  Seniors A it is also known as Masters .
Weight categories from 5 to 5 kg starting with -62,5kg . Example : -62,5kg ,-67,5kg ,-72,5kg ,....
*Note : Seniors  will be allowed to participate in all IKF competitions as national and international championships, world or continental championships, professional gallas, grand-prixs.  
  

3.1. Depending by the situation , by the decision of the IKF DIRECTORS/Chairmen of Referees and just by the acceptance of the competitor’s team leader , a Junior or a Youth competitor can compete in a division in the next age or weight category
3.2.
In front of the IKF the results obtained in the Seniors A and Seniors B categories it is considered equal as importance and value.

Article 4  Weighting-in and registrations
4.1 The competitor shall bring his passport to the registration and weighting-in.
4.2. The weighting-in of competitors are handled by the head registrar in collaboration with the arranging and recording group and under the supervision of the members from the IKF-officials or the IKF DIRECTORS/Chairmen of Referees.
4.3. Competitors will be weighted-in only once before the whole competition in the announced time and just in a special designated place. Competitors will wear mandatory their pants on when being weighted-in . They will not come wearing for any reasons just underwear or similar , in order to maintain the decency of the event .
4.4. A competitor whose weight does not conform to the requirements of the category in which he was initially registered and cannot make that weight within the time limit of the weighing-in, shall not be allowed to compete but he could participate in a higher weight category with the written approval of his coach or team leader and himself and after paying a penalty of 50 Euro to IKF . Moving a competitor in a higher weight category can be done just to the closest next category .
4.5. In all IKF divisions each country can register  just 2 competitors/category . If in a category or division there is less than 8 competitors or teams , or in any other specific situation , the IKF Director/Chairman of referees can decide to allow 3 competitors/country or 3 teams/country . This will be made respecting the order of their initial registration on the order list . For any reason it is not allowed to put a 3rd competitor or team from a country  in a category if by doing so the total number of competitors or teams in that category will become more than 8
4.6. NO fighter can compete for a country without having its citizenship .   

Article 5  Registrations and Drawing of lots
5.1. Registrations
- In all IKF World or Continental Championships can compete just national teams representing national federations which are in turn IKF recognized members
- All national federations who are already IKF members ( Full-Right or Provisory) must pay the annual fee of 200 Euro to the IKF . Who will not pay the annual fee with at least 30 days before the world or continental championships , will pay in the day of official registration a penalty of 50% from this fee which will means a totally of 300 Euro . Who will not pay the annual fee to the IKF will be not allowed to participate in the IKF events in that year . National teams who are for the first time in the IKF events will be free of this charge for the first year .
- Individuals licenses or Budo Passports of competitors has to be shown . The competitors must hold also his own passport issued by his country.
- Each competitor will compete just representing his citizenship country even if he lives in an other country than he was borne . If he has 2 citizenships he will choose the country he wants to represent in the tournament .
-To participate in the competition, the competitor must produce his health certificate (all tests should be taken within 3 months before his checking in or at the place of competition if there is a doctor specialized in ) .
- The competitor must produce his own insurance policy (against casualty) for the competition.  
-
All Full-Right members must send the registrations forms of their teams for Fighting and Traditional  with at least 20 days before competition . All Provisory-Members must send the registrations forms of their teams with at least 10 days before competition . This it doesn’t means to pay all the expenses for the team , because this it will be required directly by the organizer . This it means just to send the names , ages of the competitors and the divisions and weight-categories where they will compete . After sending the registration forms in the legal time if you want to make some modifications you can do it just with at least 7 days before a tournament . After this term you can make modifications or register your teams just after paying a penalty of 50 Euro for each modified or registered person  to the IKF.
- In order to be organized a category there must be at least a registration of 4 (four) competitors registered in that category.
- In order to be counted the results of a category for the final results in the classifications on nations in a division and for achieving IKF titles there must be registered  competitors from at least 3 (three) different countries.
- In case there will be less than 3 (three) different countries registered within a category, the winners of place 1, 2 and 3 will get medals, diploma’s and/or cups , but they don’t get the titles of World or Continental Champion from the International Kempo Federation. Also their results will not be counted for the final results in the classifications on Nations.
- A competitor can be registered to compete in all IKF Traditional or Fighting Kempo divisions
- In Traditional Kempo divisions a competitor can appear just once in a Female or in a Male team/division , just once in a Mixed team/division and just once in an Open team/division .
- In Fighting Kempo divisions a competitor can be registered just in one weight-category/fighting division .
5.2. Drawing of lots                                                                                                                                  
- The drawing of lots will be handled by the arranging and recording group, in the presence of the IKF DIRECTORS/Chairmen of referees . It is admitted to use also a software for random-drawing the lots , but this software has to be checked before by the IKF officials . Any contestations or mistakes will be resolved just before the competition starts . For any reason will be not allowed to change the competition lists after the official start of the competition .
- The coaches or team leaders will draw lots only for their team members or in case of missing team leaders the organizer will authorize somebody to draw for them.  

Article 6  Duties of IKF Officials during the competitions
6.1. The IKF
Executive-President will supervise the entire competition to be respected all the IKF Rules and Regulations as well as IKF Statue . He is the one who will represent the IKF image and official voice , making the protocol inside the competition in front of the teams , the sponsors , the mass-media , and the internal authorities .
6.2. The IKF Secretary General
will supervise the entire competition to be respected all the financial and administrative principles .
6.3. The IKF Directors/Chairmen of Referees

- Conduct the entire competition from the start to the end , each of them being in charge for the whole organization of Traditional Kempo or Fighting Kempo .
- Organize the referees courses before the competition as well as during the year .
- Exam and check the correct understanding for the rules
- Harmonize the arbitration between referees. 
- Authorize and certify new referees if needed .
- Check and make sure the competition area , equipments, and officiating apparatus in ready condition , and supervise all preparations related to the contests , such as those for weapon check , drawing of lots , and arrangement of weapon competition.
- Resolve problems related to competition according to the IKF KEMPO SPORT MANUAL but he has no power to modify the Competition Rules during the competition .
- Hint by blowing a flag/glove  when spotting apparent misjudgments or omissions made by the referees or by the score keeper.
- Provide guidance to the referees groups during the competition and replace referees when necessary.
- Have the final say when there is disagreement among the referees or contestations from the team-leaders .
- Is responsible for supervising the officiating personnel and see that the Rules are properly implemented.
- Examine, sign on, and announce the results
- Can also act as the announcers for whole competition or for one of the surface if needed .
- Submit to the leading body of the tournament a written summary report of the officiating work.
- If necessary the IKF Directors/Chairmen of Referees can work during the competition as a mat referee , ring referee , table judge or head judge  .

6.4. The Referees Team is composed by authorized and certificated referees , by time-keepers , score-keepers and announcers . Referees team members have the following general duties :
- To judge in Traditional Kempo or Fighting Kempo divisions it is mandatory to be authorized and certified by the respective IKF DIRECTORS/Chairmen of Referees . NO referee can act in IKF World or Continental Championships without having the specified authorizations .
- Each country which is an IKF Full-Right member must register at least 2 international referees or judges or cadets (rank A or RA) in the IKF-World or Continental Championships . In case of not making so that country will pay € 200 (two hundred Euro) for each referee missed ,  otherwise their competitors will be not allowed to participate in competition
- Referees will protect the health of the athlete .
- Referees will obey all the rules . 
- Referees will be fair in their decision .
- Referees will follow the instructions and the decisions of the Directors/Chairmen of Referees .
- Referees will be neutral at all times .

6.5. The IKF Medical Committee
- Doping is strictly prohibited . The IKF Medical Committee will carry out the doping control.
- Conduct selective physical check-ups on competitors before the competition.
- Instruct the competition doctors provided y the organizer for cases of treatment of injuries and illnesses of the competitors during the competition. 
- Make sure that the organizers provided a competition doctor and an ambulance .

6.6. The Competition Doctor
- A doctor and an ambulance is mandatory to be provided by the organizer in all competitions.
-The Competition Doctor is responsible for determining the seriousness of a competitor’s injury .
- The Competition Doctor has the right to interrupt or stop a contest by any sign if he thinks a contestant is in life-danger and the Head Referee or Ring Referee has not stopped the fight.
- The Competition Doctor is to determine whether the injured athlete can continue on or not . The doctor has a maximum of three (3) minutes to reach a decision. A doctor may treat an injured athlete during this period . If the athlete can not continue after 3 minutes of medical treatment this is to be interpreted as abandon.
- The Competition Doctor is  responsible for medical supervision over the competition and timely propose to the Directors/Chairmen of referees to prevent those who become unfit for competition due to injury or illness from continuing the competition.
- The Competition Doctor will sit near the score keeper or near the head referee for that surface.
- The Competition Doctor and the  Head Referee will not permit any competitor with a bandages on their head , arms or legs to compete .
- No local anesthetics may be administered before or during the match or performance .
- The Competition Doctor must be in a position to enter the Tatami surface quickly on the referee’s call .
- The Competition Doctor may not leave the competition area until he assured himself that no further medical attention is required .

Article 7  Protests ( Appeals ) 
All the protest will be resolved by the IKF DIRECTORS/Chairmen of Referees
The appeal will be made in written by the team leader or team coach and given to the IKF DIRECTORS/Chairmen of Referees together with a tax of 50Euro inside of 5 minutes from the final of the performance.  Upon receiving an appeal they shall take an impartial stand and immediately make investigations on the related matter taking a decision on the appeal and informing all relevant sides of the decision in right time for not disturbing the way of competition. The protest-tax will be refunded just in case of an approved protest.
7.1. In Fighting Kempo after consulting the score tables , the opinion from all judges and the opinion of the Central Referee from the contested surface the FK DIRECTOR/Chairman of Referees  can decide
- no good reasons for protests
- good reasons for protest and in this case he will order an extra-round of 2 minutes . In case of  extra round the FK Director/Chairman of Referees will decide the referee team which will judge under his personal supervising .The extra round will start from 0-0 and the decision of referees  will be final. The FK DIRECTOR/Chairman of Referees can also decide directly the result of the match without giving an extra round after consulting all judges and team leaders from those 2 fighters just in cases if there has been some obviously mistakes as follows :
- by not respecting the fighting time
- by not counting the points by the scorekeeper given by the Central Referees ( in Semi contact ) - by not counting a real immobilization (in Full-Contact)
- by not giving penalties for repeated mistakes . The IKF Fighting Kempo Director /Chairman of Referees is sovereign on his department.
7.2. In Traditional Kempo : after consulting the referees score sheets , the opinion from all judges and the opinion of the Head Referee from the contested surface the TK DIRECTOR/Chairman of Referees  can decide :
- no good reasons for protests
- good reasons for protest and in this case he will check the score sheets . After cutting the highest and lowest note there will remain 3 notes . If two notes are appropriate and one is disproportioned with them with a difference of 0,5 there it means a bad referee , an unfair referee or a wrong note , so in this case the TK Director/Chairman of Referees will cut also that note and the final note will be the medium of the appropriate notes . The IKF Traditional Kempo Director /Chairman of Referees is sovereign on his department .
7.3. The decision of the IKF DIRECTORS/Chairmen of Referees shall be respected by all teams. Any act or remark against the decision , as well as any indecent demonstration shall bring penalties or even disqualification of that competitor or entire team .                              

Article 8  Referees certificates ranks and awarding methods
There will be different referee exams for Traditional Kempo (TK)  and Fighting Kempo (FK) . One person can be referee for both commission just if he passed both exams . IKF will issue just one referee-pass in which will be noticed all the information about the IKF history of the possessor and about his ranks .
8.1. IKF TK and FK Referee’s ranks :
Rank B: table judge in national competitions
Rank RB: ring referee / and table judge in national competitions
Rank A: table judge in international and national competitions
Rank RA: ring referee and table judge in national and international competitions
* Regarding the type of the competition , referees must have the following ranks :
National competition (with no international participation)
-  Table judge : Rank A/B/RA
-  Ring referee : Rank RB/RA
International competition
-  Table judge : Rank A/RA
-  Ring referee : Rank RA
Note : Kempo competitions organized by IKF members without having certified referees and judges are prohibited and will not have the IKF recognition .
8.2. The national TK and FK Chairman of Referees of each country affiliated to IKF must have one of the following certifications :
- Rank A or RA
All national Chairmen of Referees must be registered by his national federation at the IKF Traditional Kempo or Fighting Kempo Directors/Chairman of Referees in order to become official .
8.3. Information about all referee courses
-
The National Chairman of Referees will be able to organize referee courses inside his country only for rank B and RB certification just with IKF Directors/Chairmen of Referees approval . All competition inside his country will be approved and supervised by National Chairman of referees or one of his assistants.
- The National Chairman of Referees will inform the IKF Directors/Chairmen of Referees about all courses organized and about all new IKF Kempo referees , sending all the personal data to them . Referee-Pass will be sent by the IKF after receiving the list with the new referees from the national Chairman of referees . The national Chairman of Referees will be in permanent touch with the IKF-FK Chairman of Referees .
8.4. Referee’s Certificates awarding methods
The IKF Fighting Kempo Director/Chairman of Referees will certify the FIGHTING KEMPO referees and the IKF Traditional Kempo Director/Chairman of Referees will certify the TRADITIONAL KEMPO referees. Candidates must participate in the IKF referees’ course leaded by IKF Directors/Chairmen of Referees and pass the practical and theoretical (written) examinations . A certificate can only granted when a candidate has shown that he is able to act as referee at the required level . Without the theoretical test passed the cadet-candidate could not obtain the Referee Certificate.
- The Rank B and RB Certificates are awarded to persons who passed the referees’ course and acted as judges (rank B) or ring referee (rank RB) in national competitions .
- The Rank A and RA Certificates are awarded to persons who passed the referees’ course and acted as judges (rank A) or ring referee (rank RA) in international competitions .
- A Referee-Pass is issued for 2 years . Within this period the referee must participate in an IKF refreshing and harmonization referee course . If the referee fails to do so , he automatically loose his license but he can regain it when he will participate to the first referees’ course .
- Every referee must have the Referee-Pass which contain : personal data , photo , date of issue , ranks and certificate’s number awarded , leadership position held (national and international) , participations in national competitions , participations in international competitions , participations in world championships , participations in Probation (courses) for referees . All data written in this pass will be signed and stamped by the IKF Directors/Chairmen of Referees  . The national Chairman of referees of each country affiliated to IKF can sign and stamp the participation in national competitions and the national leadership position held . Presenting the Referee-Pass before the competition is mandatory .
- For non-respecting IKF rules, for severe mistakes and misjudgments or for severe unfair decisions the Referee-Pass can be cancelled by the IKF Directors/Chairmen of Referees .       
8.5. Age of IKF referees.  
All referees must be at least 25 years old .

Article 9 Classifications on nations  
9.1. The gold medal is considered 5 points , the silver medal is considered 3 points and the bronze medal is considered 1 point. 
9.2. In the classifications per nations  just teams which will get the followings cumulative conditions  will be scored :
- the team must be composed by at least of  10 competitors in the Continental Championships or 15 competitors in the World Championships .
- the team have been competed in at least half categories from at least 3 fighting divisions and also half categories in at least 3 traditional divisions .  
- For each nation participating to the Championship respecting the rules above it is calculating the amount of points earned and then it is divided the total points to the number of each nation's competitors in order to get the medium/competitor . The IKF rules for calculating the official results on nations gives equal chances to each country .                                                              
* Note : For IKF the most important thing  it is not the number (quantity) of medals earned by each country , but it is very important the quality of medals resulted from the balance between the number of points earned and the number of competitors . In this way , for example , a team composed by only 15 competitors has the same chances to win as well as a team composed by 100 competitors .

 Article 10  Other provisions relating to the competition
10.1. The judges of a competition should only concentrate on the competition and must not talk with other people. They should remain in the designated seats unless they have the permission from the Directors/Chairmen of Referees to leave.
10.2. The competitors shall respect the Competition Rules and the judges and obey their decisions. Wrangling, cursing, throwing away protectors to show discontent and the like are strictly prohibited and will bring warnings , penalties and even disqualification from the entire competition .
10.3. Each competitor will have a coach and/or an assistant . Only the coach and/or his assistant may be at his corner . They will remain in the designated seats. They are prohibited from standing up or walking around during the fight or the performance . Massages to the competitor are allowed during the rest .
10.4. The coaches and their assistants must refrain from doing anything that is likely to annoy the referee and judges , the opposing side or any other participants .
10.5. If the coach does not follow in a disciplined manner the instructions from the Directors/Chairmen of Referees , or even from referees , his athlete may be penalized by a warning or minus 3 points and if necessary even disqualified . Coaches may be asked to leave the corner or the enclosed area around the fighting surface if they misbehave .
10.6. The coach and his assistant must wear appropriate clothing and footwear which must be clean . They must make sure that the soles of shoes are clean and that no dirt (ex. sand) gets into the competition area .
10.7. Before the announcement of the end of the match the competitor will not walk out (except when injured). He will not take off the protectors (except the headgear and gum-shield). Signaled by the ring referee , the competitors will get onto the platform and wait for the announcement of the result
10.8. For IKF the decency during the competitions is very important. By knowing this NO competitor or coach will change clothes in the hall , on the chairs , or in any other places which is not special designated for this . The groin protection will be putted just under the pants , just in the dressing rooms . If a competitor will come with the groin protection over the pants he will be directly disqualified without any other discussions or explications .
10.9. During the entire competition NO obscene or racist signs is allowed . By doing this you’ll risk the disqualification from the entire competition .     
10.10. Doping is strictly prohibited in the IKF events  . In the case of finding a competitor guilty of doping influence he will be disqualified from the entire tournament and will be judged by the IKF for his future as sportive .
10.11. In all world and continental championships it is mandatory to be organized the following fighting divisions : SEMI-KEMPO , MIX-KEMPO and KNOCKDOWN .
10.12. Depending by each organizer country’s specific and laws it can be organized optional at his choice just one of  between FULL-KEMPO and SUBMISSION , with the approval of the IKF Executive-Committee .

*Small resume : touch pointed system , just stand-up fighting / controlled punches and kicks with a turn-return trajectory .
 

TECHNIQUES PERMITTED
- Punches to the body
- Punches to the head ( no more than 2 punches in the same action )
- Kicks to the body
- Kicks to the head  ( just circulars )
- Sweepings ( grabbing the opponent just 1 sec or without grabbing )

Other specifications :

-All the strikes (kicks and punches) must be used having a good control , “touch pointed” ,  with a turn-return trajectory .
-In case of more than 1 ( one ) correct strikes in the same action , only the first good one could be scored .
-any techniques which are not specified in the „Techniques Permitted ” are illegal .
-max. 3 strikes in the same action are allowed (example of using strikes : punch-kick-kick or punch-kick-punch , punch-punch-kick , etc..)

FIGHTING TIME

1 round x 3 minutes  (running time) .
In case of a draw there will be an extra round  until one competitor will get a point . In the extra round the first one who will get the point will be the winner

REFEREEING and JUDGEMENT
-There will be 1 Central Referee (central referee with judge’s rights) and 2 Judges ( on aside to the fighting area ) .
-The referee will stop the fight after every action and shout POINTS  whenever he consider somebody must be pointed without stopping the fighting-time . The Central Referee will ask the side judges for their opinion . The judges will show their score (red or blue) in the same time with the Central Referee only after this one shout POINTS.
-Also , the judges can ask for the attention of the referee by knocking with the 2 colored sticks red and blue . After this signal the referee can stop the fight and shout POINTS to see the score and also will show his opinion in this case (red or blue) . If the Central Referee consider that there was no scored action involved he will let the action continue making a sign with his hands as NO SCORE .
-If there will be a majority decision ( ex: 2 from 3 judges) the referee will score points and he will show this decision to the main table in order to be noted there . The Central Referee can consult the judges about a score decision and ask for the decision again .
-After decision the referee will shout to the table judge (score judge) the number of points earned and the color of the competitor scored (ex.: Red , 2 points !) and will show with one hand (competitor colored) the competitor scored and with the same hand the number of points given , overhead . The referee has to ensure that the score-judge scored the points on the score-table .
-In case of a KO will appear by voluntary action , the fighter who is not injured will be disqualified . In case of a KO will appear to a competitor who made a wrong movement by a wrong reflex , this competitor will loose the fight .   
-In case of a KD will appear by a voluntary strike the fighter who is not injured will receive –1 point . If the same fighter will do it again another –1 point will be given . At the third time the fighter will be disqualified . So in conclusion for repeated KD the author will receive „ –1 point , -1 point , disqualification „ . The same procedure will be applied for very hard strikes , without any control of them . In case of a KD will appear to a competitor who made a wrong movement by a wrong reflex the referee will give NO warnings and NO penalties .   
-For stepping out of the fighting area , just if he is trying to escape by the opponent attacks the fighter will receive : warning , warning ,minus 1point , disqualification .The score for stepping out will be kept in separately counter on the score table for each competitor .
-Penalties and warnings will be given by the central referee without consulting the side judges . He will show with one hand (competitor colored) to the competitor who earned the penalty and with the same hand the number of points penalized (-1 point) pointing to the floor . The referee has to ensure that the score-judge scored the penalties to the score-table .
-other illegal techniques and actions : warning , warning , -1 points .
-the score for KD (or excessive force used) will be kept in separately counter on the score table for each competitor.
-the score for STEPPING OUT will be kept in separately counter on the score table for each competitor.
-the score for OTHER FOULS will be kept in separately counter on the score table for each competitor.
-Penalty -1 point will be scored as +1 point on the opponent score table

FULL-KEMPO (MIXED KEMPO)

( to be organized mandatory in all world and continental championships)  top

- Kicks with external and internal side of the foot to the knee-back side of the opponent , only for takedowns or throws , and only when the one who kick is in the back of the opponent
- Knees to the body and to the legs (only circulars and frontals , but not inside of the legs ). 
-Takedowns , throws inside 10 sec. from grab
- Ground fighting just with immobilizations , pinning ,  techniques
- the ground fighting will be allowed for max 10 sec . In case of fixing will appear in this time , the ring referee will start to count for 10 sec .
* inside of grabbing all kind of legal strikes are allowed  .

KNOCKDOWN KEMPO

( to be organized mandatory in all world and continental championships)   top
*Small resume : stand-up and ground fighting / empty-hands / full-contact punches just to the body , kicks and knees , throws , chokes and immobilizations with strikes to the body and to the legs in ground fighting .

TECHNIQUES PERMITTED
- Punches and elbows to the body and to the legs (above the knees) .
- Kicks to the head ( just circulars ) , to the body (any kind ) and to the legs ( just circulars).
- Knees to the torso and to the legs ( but not inside of the legs ).
- Kicks with external and internal side of foot to the knee-back side of the opponent , only for takedowns or throws , and only when the one who kick is in the back of the opponent
-Takedowns and throws ( in case of no good action the referee can stop the fight and start again from the middle)
-Ground fighting with chokes , arm bars , leg bars, pinning techniques ,striking with punches , elbows and knees at the ground fighting to the legs , to the body and to the hands .
* No chokes or arm bars is allowed from standing up .
** Inside of grabbing time all legal strikes are allowed .
***
any techniques which are not specified in the „Techniques Permitted ” is  illegal .


OTHER RULES :

-the period in which fighters could finalize their throws , from gripping the opponent , is max. 30 sec.
-the ground fighting will be stopped after max. 30 sec . of  full action , or anytime in case of non-combatant . In case one of combatants stand up during the ground fighting , the fight will be stopped and restarted from the center of fighting area
-all techniques must be very clear in order to be scored
-ground fighting is considered from the time when he has one knee on the floor or on the opponent .
- it is not allowed to kick or to punch an opponent who is on the ground from standing up , without having at least one knee down .

Article 16  General regulations for judging in Fighting Kempo divisions                                                                                                            
16.1. In case of throws the points will be given to the one who finalized the action not necessary to the one who started it .
16.2. Chokes from behind will be done only like this : I choke the opponent from behind with my arms . When I stand up I am not allowed to jump or to pull my opponent directly to his back to the ground . When both of us are standing on the knees or at the ground , I am allowed just to pull him to the ground turning ( rolling ) on my left or right side ( but not directly to our back ) .
16.3. Fouls :
- Holding the opponent in arms passively
- Requesting for a time-out when in disadvantageous position
- Unsportsmanlike behavior to the judge or disobedience to his decision
- Shouting out loudly when fight is going on
- Delaying the fight deliberately.
- Spitting out the gum-shield or loosening the protective gears on purpose in a fight.
- The competitor's behavior in violation of the protocol.
- Attacking the opponent before the signal "Start!" or after the signal "Stop!" .
- Hitting the opponent to the  prohibited parts or with prohibited force or intensity .
- Hitting the opponent by using any of the prohibited methods or techniques .
16.4. The fight will be interrupted but the time will still going in any of the following cases:
- A competitor has accidentally fallen down or off the fighting surface
- A competitor is given a penalty or a warning .
- A competitor received 2 points in the ground fighting
- The competitors hold each other in arms with no attack or attacking without strength for more than 10 seconds. This is considered non-combatant action .
- A competitor falls down on purpose .
- A competitor need to be quickly equipment-arranged .
- A competitor is forced counted after receiving a heavy strike or after KD . The counting is from 1 to 8 and if the competitor cannot continue to fight or is still down for 10 seconds, or can stand up but with abnormal consciousness , he will lose the fight .
- In ground fighting  after max. 30 sec. of full action in Knockdown Kempo , or anytime if there is no action .
16.5. The fight will be stopped and also the time will be stopped in any of the following cases:
- A competitor is injured and need medical opinion or treatment .
- A competitor need to be equipment-arranged (long time).
- A competitor asks for a suspension of fight by raising his hand due to objective problems (accepted by the rules).
- The head judge or Chairman of referees corrects a misjudgment or an omission.
- Ring referee or table-judge needs to consult with Chairman of Referees or with the other judges .
- There are problems or dangers on the fighting surface that needs to be solved or handled.
- The fight is affected by objective factors such as problems of lighting and about the contest area.
- In case of declared KO or abandon .
16.6. In ALL fighting divisions , for the protection and the safety of the competitors , the Central Referee can stop a fight if he consider the integrity , the health or the life of the competitor is in danger and declare the other one as a winner . 

Article 17  Abandon will be considered in the followings cases :  
- A competitor who becomes incompetent for competition during the tournament , due to injury or illness will be regarded as a case of abandon. He will not be allowed to compete , however, his achievements and placing in preceding matches will still count .
- In case of wide disparity of strength between two sides, to ensure safety, the coach may claim abandon, or the competitor may raise a hand, to signal the request for a abandon.
- A competitor who fails to turn up after his name has been read out three times in the roll-call prior to a match , or leaves after the roll-call without any permission and fails to appear on the contest area in time (3 minutes from the first announcing), will be regarded as a case of abandon without justification.
- A competitor who abandon without justification will be deprived of what he has already achieved in preceding matches.
17.1. Ways to abandon during the fight :
-Abandon by fighter’s action: repeat slapping the ground surface in ground fighting or verbal , clear and loud announcement of abandon to the ring referee .
-Abandon by coach’s action : throwing the towel in the fighting area
-Abandon by referee action : Central referee or Director/Chairman of Referees stopped the fight for obviously technical inferiority or medical problem of one of the competitors . Medical approval and 2 table judges approval mandatory.
*Because the rules in KEMPO permit that a competitor can use the arm bars , leg bars and chokes , the sportive must be instructed to call the abandon inside a very heavy techniques received (arm bar, leg bar or choke) which could done serious damage to their health .
The referee or the competition doctors can stop the fight if the competitor is in the impossibility to call for abandon but he is obviously in that situation .

Article 18   Duties of Referees ,
Calls and Gestures in FIGHTING KEMPO divisions                         
18.1. The Central Referee duties :
- Perform his duties fairly, and implement the Rules of Competition strictly.
- Examine the competitor’s uniform and protective equipment and ensure safety in the contest.
- Control the fights by calls and gestures.
- Decide : "2 points “  for a KD ; "TKO" for obviously technical inferiority ( with the agreement of 2 from 3 judges ) , "foul" warnings for faults , "passivity" for non-combatant , "minus 3 points" for 3 points penalty , and handle matter related to needed treatment of injured contestants .
- Announce the results of a match regarding the decision announced by the head judge or Chairman of Referees.
- At Semi Contact Division the referee will stop the fight after every action where he consider somebody must be pointed , without stopping the fight time .
- During grabbing or ground fighting he will count by gesture the 10 sec. or 30 sec. , depending by the permitted rules for that action.
- He will stop the fight immediately if one of the opponent cannot defend himself during heavy blows received,  during many-punches to the head performed or when he appreciate that the life or integrity of the sportive is in high-danger . After stopping the fight , he will count the sportive to 8 as KD and call the doctor if necessary . In very clear difficult situations , he can call the doctor immediately by doing so the sportive being considered KO .

HOLDING POSITION
On groundfighting , in case of good pinning ,
chokes or keys techniques , the ring referee
will show this gesture and start counting the
10 sec for according 2 points .

 

TWO POINTS
On groundfighting , in case of good pinning , chokes , keys techniques kept corectly during 10 sec , in case of a KD or in Semi Contact Dvision , the ring referee will show with one hand the competitor who earned the 2 points ,then  with the same hand , will show 2 points and shout: “RED (BLUE) TWO POINTS” .
The gesture and shouting will be made to each table judge .  

 

WARNING
Ring referee will show the competitor who
fault, shake his finger up and down and
shout: “WARNING”
Right after that , the ring referee will
exemplify the fault for the competitor
(gestures in next pictures).

 

Exemplifying Too many punches fault
For too many punches to the head or not
allowed punches (ex. when grab the opponent,
etc..) the ring referee , after warning , will
simulate boxing punches and shout “TOO MANY”

Exemplifying striking to the back side fault
For striking to the back side of the opponent ,
the ring referee , after warning , will simulate
this gesture and shout “BACK”

Exemplifying elbow strikes fault
For prohibited elbow strikes the ring referee ,
after warning , will simulate an elbow strike
and shout “ELBOW”

Exemplifying passivity (noncombat) fault
For noncombat more than 10 sec the ring
referee , after warning , will simulate boxing
punches and shout “NONCOMBAT”

 

Exemplifying Knee strikes fault
For prohibited knee strikes the ring referee ,
after warning , will simulate a knee strike
and shout “KNEE” 

 

Exemplifying groin area strikes fault
For prohibited groin area strikes the ring referee ,
after warning , will show the groin area

(Same gesture but showing the knee will be
act by the ring referee for striking the knees of the

THREE POINTS PENALTY
The ring referee will show the punished competitor, and , with the same hand will show pointing to the ground -3 points and shout : “RED (BLUE) MINUS THREE POINTS” . The gesture and shouting will be made to  each table judge .

then will show the corners for the competitors

STEP OUT
in case one of the competitors STEPS OUT the fighting surface ,  the ring referee will show with one hand the competitor who stepped out ,then  with the same hand , will show the STEP OUT gesture and shout: “RED (BLUE) STEP OUT” . The gesture and shouting will be made to table-scoring judge . At 4 STEPS OUT the competitor will be disqualified . 

 

 



18.3. The table judges duties :

- Score the points to the competitors according to the Rules.
- Display the result of judgment rapidly and at the same time, at the signal of the head judge or the Chairman of referees at the end of the match .
- Sign on the scoring form which will be kept to be examined and verified.
- At Semi Contact Division he will stand up at the side line of the mat and when the Central Referee stopped the fight for somebody to be pointed he will show the one to be scored in his opinion for that action .
18.4. The timekeeper duties :
- Check the gongs and see if they are in working condition, and make sure the clock and stopwatches keep correct time.
- Is responsible for the time-keeping of the contest, the suspension of fight, and the rest.
- Blow a whistle 10 seconds before the start of the second round, and start the watch to begin the contest time as soon as time for the rest is up.
- Beat a gong to announce the end of a round.
18.5. The assistant chief referees duties :
- Is responsible for examining the competitors qualifications and their entry forms.
- Is in charge of organizing the drawing of lots and working out programs for each division
- Prepare various forms to be used in the competition, check and verify the results of fights, and count the points won by the competitors to decide their place.
- Register and publicize the results of each round.
- Collect statistical data and relevant facts
18.6.  The head registrar duties :
- Is responsible for the weighing-in of competitors.
- Is responsible for providing the protective gears to be used in the contest and their control and maintenance during the tournament.
- Summon the competitors for the roll-calls 10 minutes before the start of a fight.
- Report to the Director/Chairman of Referees in time during the roll-calls on any absence or abandon of the competitors.
- Check the uniform and protective equipments of the competitors according to the Rules.
18.7. The announcers duties :
- Explain briefly to the audience the Regulations and Competition Rules and introduce other related subjects.
- Introduce the judges and on-coming competitors.
- Announce the results of the contest and any other announcement indicated by the Director/Chairman of Referees.
